Texas Man Who Was Led by Police Officers with a Rope Files Lawsuit

A Black man who was led by police officers on horseback with a rope around his hands is suing the city and police department in Galveston, Texas for $1 million. A lawsuit filed on behalf of Donald Neely claims he suffered humiliation and fear during his arrest. The lawsuit alleges the officers' conduct was "extreme and outrageous" and injured Neely and caused him emotional distress. Photos from the encounter, which happened in August 2019, depict Neely being led by the officers on a rope linked to handcuffs, which many critics point out is reminiscent of pictures showing slaves in chains. The lawsuit states that "Neely felt as though he was put on display as slaves once were."
